We can all agree that criticising in general is fine, but do so with credible evidence to back up some of the claims thrown around the thread. There is absolutely no evidence to suggest that anyone (let alone taxpayers) actually paid for registration. No proof up to this point, nada! It's a case of typing the articles and publishing them, usually with a content management utility that requires no technical skills whatsoever. What oz is talking about is freely available from the IANA (Internet Assigned Numbers Authority). These guys, by natural monopoly, look after the daily mechanics of managing the Internet Domain Name Systems. And I say by natural monoly since governing policies are not enforced by law.... well not that I know of. DNS names refers simply to the internet addresses that we use to locate a particular site. (eg www.foo.to) Behind the scenes the request is being send to your ISP which in turn looks for the particular computer that hosts that website. That host computer has an unique IP address, in fact all computers connected to the internet are given an unique IP address. An IP address is a rather complicated string of numbers, which can get pretty hard to remember. This is where DNS comes in, allowing us to type in a familiar string of letters (the Domain name) instead of Internet Protocol numbers. The very top level of this DNS name is what Oz referred to as the TLD (Top Level Domain) name. IANA/ICAAN have divided TLDs to a number of classes including gTLD (generic TLD) and ccTLD (country code TLD). Simply put, every url/website that ends with .to belongs to the ccTLD for that country, and in this case Tonga. The funny thing is IANA agrees that for every ccTLD there be a designated manager for supervising that domain name space, and usually Governments of each country would nominate the ccTLD manager.
